The second item on the agenda related to the Gravina Access project to be considered concerns appropriating funds for opposing a ballot initiative. The ballot initiative calls for a resolution prohibiting the use of Borough real property for the construction of a bridge across the Tongass Narrows by the State of Alaska. The ballot initiative called Proposition #3 will appear on the October 1, 2002, regular election ballot and reads, "Shall a resolution of the Ketchikan Gateway Borough, Alaska, prohibiting the use of real property owned by the Ketchikan Gateway Borough as of May 31, 2002, or thereafter for construction of a bridge across the Tongass Narrows by the State of Alaska be approved?"
According to the agenda statement, the Borough Assembly has consistently supported a hardlink to Gravina Island and with approval of this agenda item it would be a step in appropriating funds in the amount of $15,000 to oppose the ballot initiative that seeks to prevent the use of real property owned by the Borough for construction of a bridge across the Tongass Narrows. The item was placed on the agenda by Assembly Members Dick Coose and Maggie Sarber. If approved Ordinance No. 1232 would then be introduced. Three public hearings and consideration of several resolutions accepting grants are also on the Assembly's agenda. For a complete list of all the items to be considered refer to the agenda. The regular meeting will be held in the Ketchikan City Council Chambers on Tuesday, September 03, 2002, and is scheduled to begin at 5:30 pm.
